car slides like there are no brakes in the rain?

it's a 1989 cadillac brougham, so its got drum brakes in the back, disc in the front, and there is no ABS. The brakes are all new. It drives and stops fine normally, but sometimes in the rain it's literally like I'm not even hitting the brakes. I think a caliper (front) might be defective since on one side is harder to turn than the other (due to friction from the pad, it's not a bearing issue), but I doubt it would cause this. It's not really consistent, but it has been more frequent recently. Any ideas what is wrong

First check your tires, make sure they have adequate tread depth.
Then learn how to feather brake that is to rapidly press and release you brake pedal to prevent the wheels locking up. You will be doing what anti lock brakes do on modern cars

Cheap brake pads, bald tyres or simply a bad driver not driving in a manner suited to the road conditions.

That's how Cadillacs ride, especially with big worn out tires.

The car is just old and that will happen since you do not have anti lock brakes. You just have to be careful during the rain and snow.
