Am I able to become the Valedictorian still or at least stay the Salutatorian?

My current GPA is 3.9. I'm still in my 2nd year in high school, so I still have time. I don't plan on getting any more B's for my grade.
I was wondering if it was possible to raise my gpa? I was the top of my class in freshman year, but someone transferred to my school with a 4.0. Although I am disappointed, I was expecting that anyways.
Can I still raise my gpa and become the valedictorian?
Also, if somehow by my senior year, another person transfers with a 4.0 gpa. What would that make me? If there's 2 people with 4.0 gpa, does that mean I won't get to be a salutatorian?

Who cares?
There are far more important things in life to think about, and it appears you should start thinking about them -- specifically, how the world is full of 7 BILLION other people and how you can help them, and how you can contribute to the world.
There are FAR more important things in life than grades: health and exercise, family relationships, building a healthy and supportive social network, community service, financial stability, developing your creative talents and interpersonal skills, developing a spiritual foundation from which you can approach the rest of your life (and I'm not talking about religion).
It saddens me to see someone who, as a sophomore in high school, has such a narrow view of the world. Believe me, in ten years nobody will care what about your high school GPA.

If you don't have straight As, you won't end up with a 4.0. Once you get an A- or B, 4.0 is over. However, if that other student moves or earns a grade lower than an A, you could end up with the same GPAs. In my school district it is possible to have multiple valedictorians.
