I'll agree will @Grillparzer about the obsolete equipment and poor morale. But not the drug abuse.

Six months after Reagan got elected. Thing changed and the money started rolling in.

End of Vietnam and massive reduction in force. Bad morale as people got kicked out. No civilian respect or support. Knowing we won militarily only to have our civilian leaders throw it away. Massive inflation under Carter with military and retired pay not keeping up with inflation. A weak president who canceled the B1 Program, the MX Missile Program and the Neutron Bomb Program.

There was a round of budget and manning cutbacks in the mid 70's with people being forced out, or not allowed to re-enlist as well as being offered early outs. Also much of the military had been patterned on a Warsaw Pact scenario but yet its capabilities in that department were lagging number wise behind Russia and China's military size wise and the US military was trying to narrow that gap. Also the military was not as popular because of Vietnam and our involvement in that. I can remember going to college in 1977 and some college students taking issue with me being a veteran and still in the Reserves because of that. Also computers were just starting to come into being and programs written and things automated. About the only thing was the existence of punch card machines but otherwise much of everything was still paper and done manually. Technology and things like microchips were not much in existence or use and so many things were bigger than now and not as technically advanced or sophisticated in design.

After fighting valiantly as all branches did in Vietnam. The Army rebuilt it's image and re focused on inducting professional citizens who were all volunteers after 1973. Budget concerns and equipment were issue's but the force was rebuild from the ground up with a renewed emphasis on training and professional development among the officer and NCO Corps. The knowledge passed on from the combat vets from Vietnam was invaluable. When Reagan was elected the military got the funding it desperately needed.
