boyfriend wants to be together forever?

me and my boyfriend are currently both 17 and started dating when we were 15. We argue quite a lot and everyone around me says it's a toxic relationship which I get but even with all the horrible stuff I feel happy when we're actually together and isn't that what matters? he says he's never going to want to be with someone else, should I take this seriously? We have been dating for almost two years

I don't think you can take what any 17 year old says about "forever" seriously. Nobody has any real control about their feeling 10 years in the future. You are at time of your life where you might develop into very different directions.
That is not to say that you definitely will not be together forever. It happens, but it is rare. Just look at the divorce rate. Actually the earlier people get married, the more likely they end up divorced. Which isn't unreasonable, but it reinforces that no 17 year old should be expected to have a real concept what "forever" means.
