Irritation from shaving?

I hate really bad skin down in my pubic area, it's really dry and itchy. When I shave, it gets realllllly dry and sometimes when I scratch too much it bleeds. But if I don't shave the itch becomes unbearable and again, it bleeds. I've used moisturizer and after shave cream and nothing works, I don't know what to do anymore please help
