In this price range, the best could be a Canon, Nikon or Pentax. It really depends upon which camera offers the features that are most important to you. Many reviewers have stated that at this price point the Pentax K-70 beats anything from Canon or Nikon.
Here's a side-by-side comparison of various cameras in the 600 price range:

As I mentioned in my reply to Stephens post, completely avoid these kit. Instead of amazon, go to camera store sites such bhphotovideo.com or adorama.com. These two stores are where the pros and enthusiasts go to buy gear. You won't have to worry about getting a kit like the one on Amazon that has cheap filters, a color-correction filter which you don't need because digital cameras have auto white balance, the flash is not designed for the camera. It'll work, but it is manual only and a very weak one at that, and it cannot take advantage of the electronics in the DSLR body. The SD memory card is a very cheap brand that is likely to fail. Lastly, the tripod that is sold in this kit is a very cheap plastic model not made for photography, but instead, it's video tripod.
These kinds of kits are very common on Amazon and are being sold to unknowledgeable consumers. They're border-line scams.
