英文現在式的疑問，想請教這樣子是否正確?

I like the building which is designed by Mr.Wu. (OK but poor English)
I like the building which was designed by Mr.Wu. (OK but still bad English)
I like the building designed by Mr. Wu. (better)
I like the building by Wu. (wow! the best)

Notes:
1. 我的想法是設計者應該不可能改變所以可以用現在式
世界上"永恆的事實"(像是吳設計的房子)很多. 他們當然是永遠不會改變的事實.
可是還是該用過去式來表示 過去的設計動作

2. 關係子句 可以避免 就該避免.

designer n. person who designs
In this pattern, the verb is followed by a noun and a that-clause:-
eg:-like-----> building;----->that-clause;
eg:-I like the building
that Mr.Wu was the designer.
