Miscible means that the solute and solvent will combine in any proportion at all.

Soluble implies that there is a limit to how much solute will dissolve in a given amount of solvent.

Miscible is usually used when both the two substances getting mixed are liquids. Thus, since water (liquid) and alcohol (liquid) mix with each other, and form a homogeneous solution, we say they are miscible.
