How can I get the circles onto my pictures as seen on this one?

Using your favorite browser, search "bokeh".

I suppose you could find a filter somewhere. Called lens flares.

In your favorite heavy-duty graphics program (Photoshop, Corel, Gimp, ...), select Effects, Render, Lens Flare.
