Would a 17x17 picture work in a 19 and 3/4 by 19 and 3/4 frame or look dumb?

Just find a nice looking backing that matches the picture I do it all the time I cut a nice back slightly biger than the pic and then fill the blank space with a dull but not ugly color I think it makes the photo pop

Put a raised border around the picture under the glass.
