What are the marketing strategy for offshore IT services & consulting companies?

Not to force market. Advertising is okay, but you can't force business down their throats. IT guys, at least the ones I know, hate that, myself included. We know how to do research on our own. So, my advice would be aggressive advertising, but not sending random emails to people. Smart IT people will drop you off the list if you're annoying.
