Why are many terrorist groups being allowed to form and grow? Solution?

Actually security in the UK is trying hard to keep up with all this by constantly raiding places where there would appear to be undue activity. What this is costing the country in terms of boots on the ground, goodness knows, but if it keeps us safe, so be it. How to stop this - no idea but it's high time those of that religion, made an attempt to sort out their followers!!! And parents for that matter but that doesn't just apply to potential terrorists.
