Have you heard of mlb umpires wearing cold packs under their chest protectors? where do they get it from?

probably just stadium management. especially in those hot, humid days (or nights), and they often don't get to change their shirts like players do, it helps keep them cool.

Yes, they have an umpires room fully equipped with everything they want.
