If you download an app, does it go to your phone bill, or do you pay on the spot?

downloading anything uses data, if you have data usage on your plan then it shall be using that... if you don't have data then it shall charge you for it there and then (it shall be added to your bill) usually they charge you for 1gb of data, even if you only used 1mb, however that shall mean you shall have nearly 1gb of data you can use without being charged again...

As far as app purchases the cost comes from either your credit card or existing credit from a gift/prepaid card for the store in question.

Yes you do pay on the spot.

i think you can set it up so it goes to your phone bill, but for android, ios, and windows phone, you can usually pay with money from Google opinion rewards (android) or with a gift card or credit/debit card. also, most apps are free, so unless you want more lives for Piano Tiles 2 or something, you shouldn't have to worry. most free apps are actually better than the free ones.

Apps aren't billed to your phone bill.

They are either deducted from a credit balance on your account or paid using the method you set up.
