I want to call people and just not speak but I wanna know if it's illegal to do so. One person said they'll get the police if I keep doing it. I am in UK btw. Need answer ASAP!

Yes. It's harassment. The police will pay you a visit if you don't stop. These are phone calls. They can be traced. You will be in trouble.
