My shih tzu weighs 20 pounds? Is this normal?
So my shih tzu is a boy, turning 3 in a few months. His sister, my other dog, weighs 11 pounds and looks nothing like him. She's black and small, he's white and big. People that sold him to us say they are purebred from the same litter, but he is just so much bigger. Is he purebred? He reminds me of a lahsa opso. He isn't even that fat, well ok, he is kind of fat, but he is just really muscular and solid. Also very fluffy. Another thing, the 2 dogs have different types of hair, the girl (black one) has silky smooth hair like most shih tzus do, but he has fluffy hair. Is this normal?

Unless you have papers, then there is no way to tell if they are shih tzu's. The fact they let you buy two from a litter is very suspicious, and they're obviously backyard breeders.
If you didn't get legitimate papers/pedigree, probably not.
He could have had a different sire, or he could be oversized (it happens).
That is WAY over the average weight limit for the breed. Makes me think he's really not purebred. Female dogs have multiple fetuses, each can be fertilized by a different male, depending on where the sperm gets to. So even in the same litter the puppies can have different fathers.
