Potentially no consequence.
The reason is law in Hong Kong does not regulate an identification or travel document issued elsewhere. Also - the Home Return Permit (and its number) is not an officially recognized document for daily purposes.
However, although this is not illegal per se, a person can be still prosecuted in other means, such as fraud.
