點解海關只捉零星網上歌曲侵權者, 全港一日 youtube, uwant, hk discuss 等都有無數上載侵權貼, youtube更加多, 如果香港法庭只重罰零星個案, 是否十分不公平, 如果將罪明放曬去被告者, 是否有效防止侵權行為?

現行法例海關要在版權持有人投訴被侵權後才可採取行動，因為海關也不清楚疑似侵權作品是否經合法授權使用。
