我今早七點半決定了今晚食buffet，但係我未打電話去book 位。想問問我現在可唔可以講"I have decided to have a buffet tonight."

Also, in this case you could simply use past tense instead: "I decided to have a buffet tonight"
The British English tends to use present perfect tense while past tense is preferred in the American English
