Vinegar is the aqueous solution of ethanoic acid (acetic acid), while baking soda is sodium hydrogencarbonate (sodium bicarbonate).

Acid solution reacts with metal hydrogencarbonate to give carbon dioxide gas. When vinegar is mixed with baking soda, bubbles of carbon dioxide are formed.
CH₃COOH(aq) + NaHCO₃(aq) → CH₃COONa(aq) + H₂O(l) + CO₂(g)
