Lets say that theres a chance that something is gonna happend, that chance is 1/1000, that chance increases by 60 percent. whats the new chance.

In 100000 trials, the expected number of times something happens would be 100 times. Increase that by 60 percent and it's 160 times per 100,000 trials

160 / 100000
16 / 10000
4 / 2500

= (1/1000) × (1 + 60%)

= 1/625

A 601 out of a 1000th chance.

1 out of a 1000th chance is 0.1%.
Times by 10 = 10 out of a 1000th chance (1%)
Times by 10 again = 100 out if a 1000th chance (10%)
Times by 6 = 600 out of a 1000th chance (60%)

60% of 1000 is 600, so if 1/1000 is increased by 600 (60%), then it would be a chance of 601 in 1000.
