Molar mass of NaOH
= (23.0 + 16.0 + 1.0) g/mol
= 40.0 g/mol

Total number of moles of NaOH
= (6.92 g) / (40.0 g/mol) + (0.250 mol/L) × (715/1000 L)
= 0.3518 mol

Total volume of water
= (715/1000 L) + (2.38 gallons) × (4.546 L/gallon)
= 11.53 L

Concentration of the final solution
= (0.3518 mol) / (11.53 L)
= 0.0305 M
