Can a person not say hello to an aquaintance socially or work colleague seen not frequently without the look of "huh?" Or " why are you saying hi"? Are we so closed offand suspicious now?

omg this just happened to me this morning--a neighbor was jogging by and I said hello--you would have thought I had asked him for his wallet! some people always expect the worst...
