why oes clinton keep switching her views on lots of issues that could give her votes.?

It's all about convincing the uniformed voter, if she says she's for it then it must be true
If you can be on all sides of the issues then you can get all the votes! At least in theory. Or as John Kerry famously put it when he was criticized for voting against a wartime funding bill, "I actually voted for it before I voted against it."
Politicians running for office very often are for, against and undecided about something all at the same time, depending on who they are talking to.
