If you are in High School, go to your local Jr College and see if they have a tutor lab you can go to (for free).
Post a request on the JC bulletin board that you need a tutor.
Buy Pre-Calculus for Dummies
Use web sites that offer videos (Khan Academy) etc
Be close to your math tutor, and get pre-calculus materials ranging from soft copies to hard copies. Also, you can download a lot of videos on pre-calculus from Khan Academy and other related sources.
Stay after school hours with your teacher to get help because that is what I did. My teacher was helpful in the fact that he would post all the notes we took in class in a school website accessed by username and password so if I wanted to he let me sleep through class and didn't care and he also let you completely retake quizzes for a higher score and let us do test corrections to get back 50% of the points we lost.
