Why would my AC be blowing out the bottom vent only?

It's ice cold, but no matter what setting it's on, it only blows out by the feet.

If it's a fairly new Marauder, Grand Marquis or Town Car I know exactly what the problem is - EATC needs a rebuild with about $3 worth of O-rings. Make/Model/Year info is always helpful when getting car tips.

Could be broken vent flaps, a bad climate control assembly, coolant flow still entering the heater core, etc.
