The first reaction is correct:
CH₃COOH + Na₂CO₃ → CH₃COONa + NaHCO₃
CH₃COOH is acidic, while Na₂CO₃ is basic (alkaline). Therefore, neutralization occurs. The net ionic equation is :
CH₃COOH + CO₃²⁻ → CH₃COO⁻ + HCO₃⁻

The second reaction is incorrect :
CH₃COONa + NaHCO₃ → no reaction
This is because both CH₃COONa + NaHCO₃ are slightly basic.

This neutralisation takes place in 2 steps.
First neutralisation step:
CH3COOH + Na2CO3 → CH3COONa + NaHCO3
Then with further addition of acid , CH3COOH
CH3COOH + NaHCO3 → CH3COONa + H2O + CO2

The overall reaction , when 1 mol Na2CO3 is reacted with 2 mol CH3COOH:
2CH3COOH + Na2CO3 → 2CH3COONa + CO2 + H2O.
