There would be no point moving there at the moment - or even for very many years!
First, you'd need many years at a good acting school and also acting experience with a reputable community or youth theatre. All directors can act, and have been trained and have experience. How could you expect to get respect from the actors you'd be directing if you couldn't do the job yourself? All good directors can demonstrate how a word, a line or even a whole scene should be performed.
And as you become more experienced at acting with your theatre group, you'll probably be allowed to assist the director, and eventually direct plays.
After high school you'd need to take a degree at university in Film Making/Directing.
By the time you've graduated, you'll know a lot more about the world of acting and will have made some good connections, and maybe then you could consider moving to LA.
Do make sure you also get trained for a 'ordinary' job as well. Almost all actors and directors are unemployed for 50 weeks out of 53 every year, so you'll need a way to earn a real living - or you won't be able to afford to live in LA.
