i was in one once. everyone was scrambling to grab a noodle. fortunately i always carry one on me so I was fine.
True story: on a beach in Thailand, before the tsunami of 2004, an 11-year-old British girl saw the water recede from the beach. She'd learned that this was the sign of a tsunami coming. But her mother didn't believe her, especially when she got emotionally upset. There was a Japanese tourist nearby, who didn't know English any too well, and didn't know that the "sudden 'tide' going out" was a sign of a coming tsunami--but he sure knew the Japanese word "tsunami"! He took no chances, and spread the alarm, and got the lifeguards to evacuate the beach. The little girl later received a Thai government award for her warning people at the beach.
Usually the water recedes a long distance from the shore before it comes rushing back as a tsunami.

Sheer and utter panic. Human instincts would begin to hum hours before and animals instinctively days before. Others won't even know what hit them. It would depend on the individual and maybe those around him. Some people have kept their own instincts intact to warn them of impending danger. Wild animals depend on it for their very lives everyday.
