My daughter has a 2.1, she has to retake chemistry & biology before she graduate in (2017), what can she do to prepare for passing classes?

She can start by figuring it out for herself. Seriously. There are a hundred different ways to study, or take a free summer course, or get a tutor, or remedial classes, or independent study, or... etcetera.
The only way to fail high school is to not care. Having mommy pick out a program doesn't make her care. She needs to pick one for herself. Or none. If she just retakes the class in school and actually tries, she'll be able to pass. They give students all the help they need if the student actually cares.
Obviously, this wouldn't count if she was special needs...but then she wouldn't be in Chemistry and Biology in the first place.
Summer school. Home school, ask one of her teacher for assistance.
Get a tutor in those two subjects.
