In a pure oxygen environment (tank purged with O2) and introduced to a spark...can that pure oxygen burn or detonate without a fuel source?

No, oxygen cannot burn.
Oxygen can just support combustion.

Oxygen is an oxidant... It therefore needs somethings to oxidise :)

No. O2 is more stable than O3, which means you can't get a self-sustaining reaction. You can produce some ozone in that set-up, but you have to constantly put in energy.
