Well thats excess of fat... I weight lift and do squats and my thigh still touches each other but thats fine. if you want to reduce the fat on your thighs you could start by exercising... running? squats??
I agree with "Julie". It's not bad if you don't mind the chafing. Or, that people will think you have thunder thighs. You can alway put bacon grease on them to limit chafing, but not much you can do about how people will see you without lowering your body weight.
