f(x) = -4x2 - 3

The given function is f(x) = -4x² - 3 cannot be rewritten as f(x) = -4(x - 0)² - 3
The vertex of the f(x) is (0, -3)

y = -4x^2+0x-3
x-coordinate of vertex is -b/2a
= -(0) / (2)(-4)
= -0 / (2)(-4) = 0
