When the fuel undergo complete combustion, such that all carbon atoms are converted to carbon dioxide and all hydrogen atoms are converted to water, the flame is non-luminous.

When the fuel undergo incomplete combustion, such that some carbon atoms are converted to carbon monoxide or carbon particles instead, the flame is luminous due to the presence of carbon particles. As combustion is incomplete, the heat released is less than complete combustion.

Therefore, non-luminous flame gives out more heat than luminous flame.
