Fostering means you wont get the cats back. The point of a foster it to get the animal ADOPTED and it will not be returned to its owner.

If you own the apartment and this person is your tenant then you need to go to court and have her evicted. This is a form of harassment. If you have papers proving that you own the property (deed,mortgage)then take it to the pound. Also go to the your animal's vet and get all of their medical records and take them with you. That sounds like theft, taking your pets is not legal.
