Molar mass of V = 50.94 g/mol
Molar mass of O = 16.00 g/mol

Mass of 1 mole of VxOy = 50.94x + 16.00y
Mass of V in 1 mole of VxOy = 50.94x

Percentage by mass of V :
[50.94x / (50.94x + 16.00y)] * 100 = 67.98
50.94x * 100 = 67.98 * (50.94x + 16.00y)
5094x = 3463x + 1088y
1631x = 1088y
x/y = 1088/1631
x : y = 1 : 1.5
x : y = 2 : 3

Empirical formula = V₂O₃
