Why do "certain people" from all northern inner-city dwellings still retain their lazy sounding southern accent?

I mean, these folks are northerners, but they still sound like southern hicks. Why is this the case?

they're called politicians like Hillary or Obama they often take on drawls which they think make them sound folksy
