K₂Cr₂O₇ + 14 HCl → 2 KCl + 2 CrCl₂ + 7 H₂O + 4 Cl₂
Mole ratio K₂Cr₂O₇ : CrCl₂ = 1 : 2

No. of moles of CrCl₂ = (0.100 mol/L) × (25.0/1000) = 0.0025 mol
No. of moles of K₂Cr₂O₇ = (0.0025 mol) × (1/2) = 0.00125 mol
Initial concentration of K₂Cr₂O₇ = (0.00125 mol) / (13.5/1000 L) = 0.0926 mol/L
