Hebron, the fist Hebrews capital city in Judea had continuous Jewish presence for more than 3,500 years, except for 19 years of 1948-1967.
In 1948 Arabs committed ethic cleansing and murdered most Jews of Hebron and surrounding villages.
In 1967 sons and daughters of murdered Jews returned to their homes.
But Arab Liars call them SETLLERS...
( you know similar to Muslim may kill, but not be killed, right of return is only for Muslims...)

Actually the only nation which deserves to rule the West Bank is Israel, even according to international law. I'll explain why:
Israel is the homeland of the Jewish people. The Jews are the descendants of the ancient Israel, a great kingdom which existed at ~1500 BCE - 136 CE, in the middle east - located in the same place of Israel of today.
On the first century of the Common Era, The Romans have conquered Israel and sent away the citizens (The Jews) to exile. Also changed the name of the state to Palestine in order to erase its link to the Jews. Since then Israel changed hands, and many nations've ruled that land: Byzantine, Muslims, Crusaders, Mamluk, Ottoman, Britain...
Nonetheless, the Jews made a vow of returning to their land and restoring their country again, which indeed was fulfilled 67 years ago with the Israel country of today.
Lord Balfour, a British Conservative politician who was the Prime Minister of the United Kingdom from July 1902 to December 1905, and later Foreign Secretary. Have promised to give the entire land to Israel on 1917 at the Balfour Declaration. Notice that Britain was the one who ruled this area at that time by a mandate which was given to them in order to establish a home nation for the all Jewish people in the world (the only Jewish country). He mentioned the entire area of Jordan and Israel of today, however, after some time and inner politics they gave Jordan (78% of the area) to The Hashemite emir - Abdullah. Nevertheless, the Jews were still happy of getting even 22% of that area, finally after 2000 years of exile.
On 1948, after the UN approved the new Israel state, and after the Israeli independence announcement, more than 100,000 Arabs from Egypt, Syria, Lebanon, Jordan, Iraq and So-called Palestinians from Israel... attacked the young state.
They were those who attack first, because they were totally against the idea of Jewish people living in Israel. Fortunately, they've lost that war. However, Jordan managed to conquer the area of Jerusalem and Samaria. Jordan invaded that area without any authority, in contrary to all agreements, and excluding 3 Negligible countries, none of the UN have accepted that move.
At 1967, again after being forced to fight, Israel've liberate also that area.
The people who are so-called "Palestinians", are Arab people which immigrated to this land during the Ottoman empire. They lived in small tribes and they have no link to the name "Palestine" which the Romans gave to that land.
Israel, has no problem to live in peace with those Muslim-Arabs, in fact many Muslim Arabs are citizens of Israel, and even have their own representation in parliament (An idiocy if you ask me, after all of the terror attacks Israel suffered from...)
Since 1948, more than 500,000 Israeli civilians live there. This is part of Israel mainly because it is justice. They are the only ones who deserve to rule this area.

Why is this posed as a moral question?

After all, I thought the anti Israel people usually pose it as a question of legality.

The term "settlement" with respect to Israel / West Bank is simply Arab supremacist code for "apartment owned by a Jew".

Opposition to "settlements" is Apatheidism.
