Yes, but ONLY if the fries, after they have been fried, then get contaminated with bacteria from something else.
In a fast food restaurant this would be highly unlikely, because they take the fries from the boiling oil and place them directly into the clean bag.
Now, IF the bag itself had been contaminated with meat or vegetable juice, and IF that juice happens to have disease germs in it, which is very unlikely, the fries could be contaminated and get you sick.
But you are much more likely to get disease germs from meat or salad. Meat, if it is not thoroughly cooked; and salad if it is contaminated in some manner.
