What is the FCC'S new internet privacy rules?

Someone please break it down to English words the Internet articles confuse me to much.

There are NO new internet privacy rules from the US federal government. The FCC has ZERO jurisdiction over the internet in any case.

Nothing is going to change. That's why none of my tech groups are up in arms over it.

This is it in a nutshell:

“This proposal does not prohibit ISPs from using and sharing customer data — it simply proposes that the ISP first obtain customers’ express permission before doing so,” Wheeler added.

They'll have to ask your permission to share your data. Judging by the way people are now about not reading documentation, most everyone will agree automatically.
