Help motherless baby fawn?

Found a baby deer stuck in thorns, called Animal Control, but they were busy so a police officer showed up. He got the little guy out of there and wore a coat and gloves so he wouldn't get his scent on the little fawn (because of imprinting and whatnot). The fawn is most likely a newborn and is unable to walk. The mother has yet to return to him. Animal Control is still busy. What do we do? Thanks

He's been crying on and off for at least five hours now

Leave it alone.
It wasn't stuck; it was hiding in a safe (for a fawn) place (the thorns).
Its mother will be back once all the people go away.
The business about scent is a false myth. Animals don't abandon their babies once a human has touched them.

As long as the fawn is free of the bushes, your best bet is to leave it alone and stay away. Mama is within hearing range, but won't come around with human activity.
Animal control may be able to determine if it is in fact an orphan and have a rehabber care for it until it can be released.
