Neighbor situation?

Hello, Im a 16 year old teenager, and I currently live with my grandparents, everything has been great except for one thing, our neighbor, his house is trashed his back yard which is the only thing we can see from our back porch, is littered with useless ****, he has a wrecked truck, he BURIED a boat into the ground for some reason, he dug a hole in his back yard to put a pipeline in leading from his house out to the ally, and he has a trailer that people will show up and jus walk into, and leave after 5-6 minutes. He has motion sensors, cameras, he has lights that turn on every night and shine in my window. Is there anything we can do to make him clean up his yard? And also, would it be plausae that he is up to criminal activity and has something to hide. Thanks!

Tell the cops you think he is running a crack house.

Your city might have bylaws on clean yards, but it's unlikely they care about the BACK yard. Since that is your ONLY option, try there.

you can send an anonymous note to the Police with your suspicions. they might not be able to go anything without probable cause for a warrant to search - pull your window shade down

Call the city and file a complaint. If you have an hoa call them too.

Have you called your city administration office? They can tell you want is allowed and what isn't in your community and whether or not you can report someone. Most communities have laws about blight.

Call your local city hall, they can send the building inspector or code enforcement officer there to inspect the property. If it is in violation, your neighbor can be ticketed and/or ordered to clean up.

Yes it is possible that there is criminal activity it is also possible that he is violating local zoning laws. I'd suggest you notify the zoning commision.
