否，申請重發 LPR 卡（綠卡）只能當你身在美國時，以合法居民身份向 USCIS 呈交 I-90 表格。

我的綠卡已過期，我離開美國少於十二個月，我需要 Transportation Letter 嗎？

1. Yes. There are 2 ways that the card can no longer be valid:

a. The card has expired; and/or,

b. You have departed the U.S. for more than 1 year without re-entry permit.

2. It depends on where you are.

a. If you are in the U.S. (expired card only), unless you need to use the card for any purposes, there is no need to renew. Your residence is not affected because of the expiration.

b. If you are outside the U.S. (expired card/more than 1 year without re-entry permit), you are required to apply for a SB-1 Visa from a U.S. diplomatic post. The post will determine if you are still eligible as a resident and issue a new visa for your return and a new card.
