2H₂O(l) + 2Cl⁻(aq) → H₂(g) + Cl₂(g) + 2OH⁻(aq)

The above overall equation is obtained by combining the following two half equations :
Reduction half equation: 2H₂O(l) + 2e⁻ →H₂(g) + 2OH⁻(aq)
Oxidation half equation: 2Cl⁻(aq) → Cl₂(g) + 2e⁻

Obviously, 2 electrons are transferred in either half equation.
