It was the "1954 Geneva Agreements on Indochina" as distinct from the Geneva Accords which are something very different.
1) No answer is correct. Bao Dai was NOT an absolute monarch, but the latter part of "B" is correct.
2) Neither is correct. The newly created country of Vietnam in 1954 was divided into the northern zone with the Viet Minh (a nationalist political movement) and the People's Army of Vietnam to move north whilst the French administration and military were to move south and leave before June 1956 at which time nationwide elections were to be held for the reunification of Vietnam.
