Is there any way to listen to songs already purchased through iTune store without the need to connect to Wi-Fi?

They should be stored in the device you listen with.

My iTunes songs are on the hard drive in my laptop.

You can download them but again that needs wifi first. If you have no internet connection all then you can't. You need Internet to stream or download them so you can listen to them offline
