Why doesn't Yahoo allow you to award worst answer also?

The worst answer usually gets reported, so there's really no award to hand out.

Doing that would be insulting the user and that is simply against the rules of YA.

Because, it would be horribly abused. And , its a personal opinion many times what someone feels is a bad answer (usually its not what they want to hear); if the answer violates YA rules, then it should be reported not voted worst.

I think because Yahoo is basically a website to ask questions and award the best answers. Instead of awarding the worst.

They partly do. It's called a violation notice. Alternatively you can award someone a best answer with a 1 star rating if that helps :)
