Are all ps2 games backwards compatible on ps3 and if not then is star trek voyager elite force at least actually a list would be better thks?

Only some old, fat PS3s can play PS2 physical discs. However, all PS3s can play certain PS2 games that are purchased from the PSN store as digital downloads. Not all PS2 games are digitally available, but usually the major ones, like Gran Turismo, etc...
