Why are broadband plans cheaper than dongle plans?

Here in delhi I get 6 GB in airtel 3g dongle at Rs 950 but airtel broadband are offering 25 GB at 1350. What makes them cut so much price off?

Ask Airtel.
From where I am, there's no difference. Either you apply for a broadband connection or you buy the dongle. The rates and speeds are all the same. I guess it's because we have the slowest internet speed worldwide. So there.
